LAPD specialist Paul Cutler (Gabriel Macht) is sent to Detroit to train its S.W.A.T. officers in practical rescue tactics. Soon after his arrival, the team responds to an armed standoff involving Walter (Robert Patrick) and a woman named Rose. Although Walter is detained, Rose dies by suicide, and the circumstances of the confrontation prove more complicated than the officers first understood.
Released from custody, Walter holds Cutler responsible for the death of the woman he loved. What began as a training assignment becomes a personal battle as Walter directs a calculated campaign of threats and revenge against Cutler and his team.
